The Nazgul are going to live as long as the one ring exists. Actually, killing the witch king was a two-step process. When Merry stabbed the witch king with his barrow blade, THAT was the only way you could then kill him. That blade came out from the tombs where (in the book) the hobbits were captured by evil spirits and Tom Bombadil (also in the book) saved them. The blades were made for the wars against the witch kind a thousand or so years before and had spells that made the witch king into flesh when it wounded him. Without the barrow blade wound, Eowyn would not have been able to kill him.

Frodo left Middle Earth for healing, not immortality. He still died and his spirit went to the Timeless Halls of Iluvitar. That was the Gift of Men. Hobbits were related to Men.

Its because the ring was taken forcibly from Frodo unlike Bilbo who let go of it willingly. Deep inside Frodo he still longs for the ring. And there's no way that kind of scar could be healed in the Shire.
